TR-42/FO-4 Still Busy After Last Week's Meeting

Important information relevant to participants in TIA's TR-42 User Premises Telecommunications Cabling Infrastructure and FO-4 Fiber Optics committees continues to emerge in the wake of last week's meeting in Palm Springs, Calif. Several key dates for future events have been changed, and TIA staff has made new association resources available for the committees.

At the meeting, the technical committee approved the merger of FO-4 and TR-42, to take place at the February meeting.  Committee Chair and subcommittee Chair/Vice-chair elections will be held in February for TR-42/FO-4, TR-42.2, TR-42.6, TR-42.8, FO-4.2, FO-4.4 and FO-4.5. 

TIA staffer Marianna Kramarikova observed the election results for TR-42.  The following Chairs and Vice-chairs were elected by affirmation:

TR-42.1: Henry Franc (Chair) and Glenn Sexton (Vice-chair)

TR-42.3: Ray Emplit (Chair) and Rich Jones (Vice-chair)

TR-42.5: Paul Kish (Chair) and Ray Emplit (Vice-chair)

TR-42.7: Valerie Rybinski (Chair) and Sterling Vaden (Vice-chair)

TR-42.9: Bob Lounsbury (Chair) and Brian Shuman (Vice-chair)

The next meeting for the committees is scheduled for February 4-8, 2008, in San Antonio, Texas; Austin, Texas, is slated as the backup site. That meeting will be followed on June 2-6, 2008, tentatively scheduled for Providence, R.I. Finally, next year's fall meeting will be held October 6-108, in either Portland, Ore., or Vancouver, B.C.

The TR-42.9 Telecommunications Copper Cabling Systems subcommittee will hold a conference call Tuesday, October 16, to approve the Palm Springs meeting report and continue comment resolution.  The call will convene at 2:00 p.m. and adjourn at 4:00 p.m..  Call in at +1.816.650.0723 and enter the passcode 06905#.  Web participants should go to https://rockwellautomation.webex.com/rockwellautomation and type in the following user information:

Committee TR-47, Subcommittees TR-47.1 and TR-47.2 to Hold December Elections

Committee TR-47 Terrestrial Mobile Multimedia Multicast and SubcommitteesTR-47.1 Terrestrial Mobile Multimedia Multicast based on Forward Link Only Technology and TR-47.2 Terrestrial Mobile Multimedia Multicast based on DVB-H Technology will hold elections in December for Chair and Vice-chair positions.  Both officers will serve two-year terms.

Candidates' employers should submit a letter of support to the parent committee chair and to TIA Vice President, Standards and Business Development, Ed Mikoski, confirming that the candidate and employer will commit the time and resources required in fulfilling the position.

Following is the process used for TIA elections per section 4 of the TIA Engineering Manual:

  1. Nomination letters and letters of support for Chair and Vice-chair shall be sent to TIA's Vice President, Standards and Business Development, and copied to the current TR-47 leadership team.

    Letters of Support should be sent to Ed Mikoski, emikoski@tiaonline.org with copies to Marianna Kramarikova, mkramarikova@tiaonline.org and the TR-47.2 Chairperson, Carolyn.Taylor@motorola.com.
  2. Candidates are asked to submit a statement of interest, qualifications and objectives to the Standards Secretariat, who will distribute it with the name of the nominee.
  3. At least 30 days before the designated election meeting, the names of nominees for Chair and Vice-chair will be sent by the Standards Secretariat to the organizations in good standing listed on the quorum list of the Formulating Group.
  4. Please Note: Before the election, additional nominations from the floor are permitted. Each nomination from the floor shall be accompanied by a written letter of support from the employer of the candidate and a statement of interest, qualifications and objectives for their proposed administration.
  5. Voting for the Chair and Vice-chair shall be by the organizations in good standing listed on the quorum list of the Formulating Group. Elections shall be conducted via secret ballot. Official ballots shall be provided to the Formulating Group by the Standards Secretariat.
  6. The election will be conducted by the current chair or duly appointed neutral party (preferably TIA staff) at a plenary meeting of the Formulating Group.

Last Week

TR-42/FO-4 Meeting in Palm Springs Very Eventful

A whirlwind of activity took place at the TR-42 meeting this week in Palm Springs, Calif., from new working group officer elections to new standards agendas. The meeting, at Hyatt Regency Suites Palm Springs, allowed committee members to address fiber- and cabling-related issues going into 2008. Members of all subcommittees recapped activity since the last meeting in Halifax, Nova Scotia.

TR-42.7 re-elected Valerie Rybinski of Siemon as Chair and Sterling Vaden of SMP Data Comm as Vice-chair, each for two-year terms. 

TR-42 established the TR-42.3.1 working group: Mark Harger of Harger Lightening and Grounding has been appointed to be a working group Chair, Richard Jones of KTL has been appointed as Vice-chair, Donna Ballast of BICSI as a document editor and Ray Emplit as secretary.  

TR-42.3 elected Ray Emplit as Chair and Rich Jones of KTL as Vice-chair.

TR-42.9 elected Bob Lounsbury of ODVA/Rockwell as Chair and Brian Shuman of Belden as Vice-chair.

TIA Publishes Four New Documents

TIA's standards department issued notice of four new documents this week, including a new standard, two new addendums, and a new systems bulletin. 

TIA- 890-A, Test Application Specification (TAS) for High Rate Packet Data Air Interface, forms a compatibility standard for test applications in cdma2000® high rate packet data systems. An informative section illustrating some examples is provided with the standard. TIA-890-A is oriented primarily toward the design and implementation of access terminals. TIA-890-A was created by TIA TR-45 Mobile & Personal Communication Systems, TR-45.5 Subcommittee on Spread Spectrum Digital Technology.

TIA-102.AABC-B-2, Project 25 – Trunking Control Channel – Messages Addendum – ISSI, was added to update information contained in TIA-102.AABC-B, Trunking Control Channel Messages, based on the project 25 ISSI feature of Project 25 digital trunked radio systems. This addendum defines the trunking control channel message changes required to support the Project 25 ISSI feature of Project 25 digital trunked radio systems.

TIA-102.AABD, Project 25 – Trunking Control Channel – Messages Addendum – ISSI, was added to detail the procedures needed to be followed by both trunked subscriber units (mobile, portable and fixed) and the trunked system to which the subscriber units (mobile, portable and fixed) and the trunked system to which the subscriber units are connected. These procedures are required to permit interoperability, so that subscriber units from different vendors, and used by different agencies, will interwork.

The Association of Public-Safety Communications Officials (APCO), the Telecommunications and Technology Professionals Serving State Government (NASTD), and Federal Government Agencies (FED), known as APCO/NASTD/FED, will be issuing common systems standards for digital public safety radio communications (APCO/NASTD/FED Project 25 Standard). TIA, in cooperation with APCO/NASTD/FED, has generated standards, interim standards, specifications and TSBs that define the equipment and processes necessary for implementation of the APCO/NASTD/FED Project 25 Standard.

Finally, TSB-102-BABE, Project 25 – Vocoder Evaluation – Mean Opinion Score Test, was published this week.  The Project 25 vocoder standard was selected in 1992 and subsequently standardized by TIA as TIA-102.BABA. The current TSB comes as various improvements have since been developed in the industry and the original suite of Project 25 has diversified into Phase 1 and Phase 2.

TSB-102.BABE was created under the cognizance of the TIA TR-8 Mobile and Personal Private Radio Standards, TR-8.4 Subcommittee on Vocoders. A TSB is not a standard, but rather contains technical material that may be valuable to industry and users.
